If I buy the 3DS XL Mario Kart bundle, will I be able to transfer my games?

I'm thinking of getting the 3DS XL that has a copy of Mario Kart 7 pre-loaded onto the SD card. What I want to know is whether I'll still be able to transfer all of my settings and games from my old 3DS to the new 3DS XL, so that the new 3DS XL SD card will have all of my old games plus Mario Kart 7.

I think someone mentioned that you will have to redownload MK7 if you do a system transfer.
