The N64 constantly gets hated on for this to this day, so why do the DS and 3DS get a free pass?

The Gamecube, PS2, and Xbox all used disks instead of cartridges. The 3DS is supposed to be stronger than them but it uses cartridges instead.

Handhelds are different than consoles. The PSP had fairly long load times until they implemented installing from the disc to memory stick. There are other limitations to discs in a portable as well, such as overheating. You'll also notice the Vita went back to cartridges. Most of these limitations can be overcome by home consoles, which can be larger, get warmer since you're not touching them, and have stronger hardware in them.

"Supposed to be." I don't know that it is. If it is, it's because tech has gotten better in the last few years.

Because they're lighter, faster, quiter, more durable... and, quite frankly, flash memory technology has improved a lot faster than disc technology.

Carts are simply superior tech, it's what took Sony awhile to realize with how they ditched disks on the PSP to catch up to carts on the Vita.
