im buying a used 3ds off craigslist and besides the 10 retail games, its supposed to come with 4 eshop games

how do those work though?

he wants to wipe out the system so i dont have his swapnote data and friends, etc etc... but will the eshop purchases be gone or once i go to the store will they still show as something i can download over again?

they are tied to the console if he re formats they will be gone

He can delete every friend card on his friend list manually and also delete all his swapnotes. It may take a little time but it won't remove all the games that were d/l'd.
