Shhhh.... You know how these people are. Just let them complain and whine about how they get treated the worse.
Btw, I'm not american, it's just that I have a US 3DS, and some of my complaining was on NOA because Well I think NOE is doing a better job at this stuff, except maybe for the eShop.
