Why does the screen brighten when you plug in the charger?

I'm just curious since this didn't happen on other DS systems (as far as I know, anyway, since I've never owned a Lite or a DSi).

3DS has a secret brightness level 6 that only turns on when you have the charger plugged in. Guess its just because power is being pumped straight into the system.

A lot of electronics have a locked brightness setting (usually) only available when plugged in to a power source, simply because of the power drain it uses.

Most phones and laptops do it, as did the PSP and the DS. (Well DSL/DSi that I know of personally, not sure about DSPhat)
