I heard something about the Wii-u having something like 1 account per unit(maybe I am wrong) , but if I purchase a 3DS unit pre-owned, is that going to cause some sort of concern ?

Well, if you buy it used you can potentially strike a gold mine of previously purchased content. My cousin bought his son a used 3DS at Game Stop and the e-shop still had records of Excite Bike 3D, SMB, SML2, and Metroid.

There is only one account, but it won't really affect anything aside from potentially getting some free games.

Unless the previous owner performed a system transfer, then you would have a clean unit

If you really think about it, it's actually better to buy a used unit more often than not. The only problem is that 3DS builds don't seem to have the Nintendium invincibility and longevity that other Nintendo handhelds had. You might end up getting a shorter lifespan with a used unit.

But there is a way to reset it to factory settings right ? I plan to buy digitally , how does nintendo handle DD ? Is it something like the other consoles, Where there is 1 profile for 1 account ?

There are no accounts. say you buy five retail games digitally from the eShop and lose your 3DS within a month.. you're SOL. you're out $200 + tax plus whatever you paid for your 3DS. everything is tied to the system. it's borderline idiotic at best...

If you registered everything with Club Nintendo you can call Nintendo with your new S/N and tell them the situation and they'll add those games to your downloads in the e-shop so you can download them again without paying, and when you do they will disappear from the old 3DS (they are still on the SD card, but that S/N is no longer connected to the download so they won't show up). You CAN get your games back, but there is a bit of hassle compared to PS3 and 360.
