Shadow Wars is the closest, but it's nowhere near as good as X-Com, IMO. Fire Emblem and Advance Wars are much better games, even if they are different. A PC will also grant you access to Jagged Alliance 2 (on Steam and GOG.com) and Silent Storm Gold (GOG.com), which are both rather good games in the X-Com vein, though with rather different settings.
Oh and if you have the ability to play GBA games, you can try digging up Rebelstar: Tactical Command, which more or less uses the original X-Com: UFO Defense battle engine. --- "Don't go. The drones need you. They look up to you."
