I love X-com with all my heart, the new Enemy Unknown has been in my xbox since the title came out

I highly recommend TC Ghost Recon as a title in a similar style, and of course Fire Emblem when it comes out in a couple weeks

Shadow Wars is the closest, but it's nowhere near as good as X-Com, IMO. Fire Emblem and Advance Wars are much better games, even if they are different. If you have a PC, you can get the original X-Com games for $5 each from Steam.

A PC will also grant you access to Jagged Alliance 2 (on Steam and GOG.com) and Silent Storm Gold (GOG.com), which are both rather good games in the X-Com vein, though with rather different settings.

Oh and if you have the ability to play GBA games, you can try digging up Rebelstar: Tactical Command, which more or less uses the original X-Com: UFO Defense battle engine.
