The second one, without doubt. It's called Advance Wars 2: Black Hole Rising.
Official Ditto of the Pokemon X/Y board.
Official Neko Shogun of the Shin Megami Tensei IV board.

Either Dual Strike (goddamn it those tag powers) or Dark Conflict/Days of Ruin.

Wasn't really overwhelmed by the other two GBA games.

No, it's not necessary. In fact, I think AW2 will give you a better impression of the series, as it doesn't have a stupidly long tutorial. It gets more interesting quickly.

As for Dual Strike... the level design isn't very memorable, the new tank they added is cheap as hell (produce one, and you practically win), and like the above poster said... those dang Tag powers. The game is also much easier than the previous games, to the point that it kinda turned me off. Hard Mode in Dual Strike, is about the same difficulty as Normal Mode in AW1 and 2.

Days of Ruin does a complete palette-cleanse, and kinda makes it... well, not Advance Wars any more. It's also fairly easy (not as easy as Dual Strike though), and doesn't have a hard mode. Its only real merits are the improved balance and the 50 Custom Map slots.

Advance Wars 2 happens to be my favorite game of all time, so I could be biased. But I really think it's the absolute best intro to the series.

Dual Strike for everything except serious competitive multiplayer where it is really unbalanced.

Advance Wars 2 is the best.

You can also probably find it for a lower price.
