Can a US 3DS system play regular DS from Canada?

No problem at all - titles are locked for regions such as EU/JP/NA, NA covers both Canada and the US.

DS games aren't region locked anyway.

Ah - that a new thing with 3DS then? Always assumed the EU/US/JP versions had differences.

DSi-enhanced DS games are region-locked, but, as has been stated, Canada and US are part of the same region.
