Nintendo Tax is a made up term, it's not literally about the tax they charge.
It's basically a term that means Nintendo charges a lot and never drops price for anything, and always gets away with it. I personally don't have too much of a problem with it since the games are usually of very high quality, but there are times where it's absurd, like with the eShop and 6 year old DS games.
