Without a doubt, you want to start with heart gold or soul silver. They're not the newest Pokemon games, but they're the best balance of the newest and the familiar. You'll encounter some Pokemon from the first generation and will get exposed to new Pokemon from the second generation. After the elite 4, you'll get to see the 3rd and 4th generations of Pokemon. I think it's the most natural progression if you've only played red or blue. Get black 2 or white 2 if you want more or wait until October for Pokemon x and y. HG/SS can definitely keep you busy for that long. There's so much to do, and in my opinion, it's more than black and white 2.
I agree completely with this. HGSS will definitely ride you over until XY and it will catch you up quite a bit.

pokemon games take years to go down in price, and even then they don't go down by more then 5-10 bucks or so. Gen 3 is still selling damn near retail for most used copies (emerald actually went up in price) after being out for a decade:
Also, say i get Heart Gold - could i trade those pokemon i get on this game for pokemon from another game? Say, White or Black? Or any other DS titles?
You can trade with Diamond, Pearl, Platinum, HeartGold, and SoulSilver, since they're the 5 4th generation games, while you can do a one-way transfer to Black, White, presumably Black and White 2, those being the the 5th generation games. Why GameFreak insisted on a one-way transfer despite all the games being on the DS is beyond me, but that's the case. We don't know how X/Y will handle transfers yet- or if they'll allow transfers at all.
