I preferred the 3DS version over the console version, but the PC version "allows" for mods.

I'd have to say no. I enjoyed sonic rush and colors ds but not this game. For me, the only stages in this game that I enjoyed were the last two modern sonic stages... Which were taken right out of the ds games.
