Headphones with volume control

Probably common knowledge to most of you, but are there any headphones that are able to increase the sound output coming from the 3DS?

I've tried a bunch of earbuds and they all have the same volume at max.
I'm still having trouble hearing it in noisy areas and wondering whether headphones with volume controls can further increase the volume.

I'm assuming no, but I have very little knowledge in headphones.

I don't care for ear buds, but right now the Sennheiser PX200-II headphones are like $50 on Amazon. They are over the ear style, have decent virtual surround and noise isolation (not noise cancelling, I need to hear if I am about to be hit by a car again when out walking around), and a volume control on the headphones cable.
I can't really help you with earbuds or in ear headphones, though. I don't like 'em because they either hurt, or block too much surrounding noise.

Earplugs. You know, the ones that don't just settle in your ear, but really plugs in. The plug acts as a natural noise-cancelling, isolating the audio so you can hear it well enough even at low volumes. Plus, seeing as it uses tiny speakers, it's not gonna drain your battery (because believe me, those huge headphones will).

Yeah, volume control isn't exactly what you want, lol... think of every headphone device without it as already at max volume.

If you just jack up the volume to counter ambient noise you can do a number to your ear drums...
