Well Atlus confirmed that they were changing it to make it easier to evolve Nemechii so it might indeed be the play coins, sides nothing else in the game would have needed the inclusion of playcoins

It would not surprise me if they changed it for the NA release. Most North American cities do not have anywhere near the density of Japanese cities (or the amount of people who buy games like Soul Hacker, for that matter).
