what time does the e shop update well today since its past midnight?

Before I heard it was like 8 in the morning, but I've seen plenty of times when they add stuff around this time.

E-Shop for 3ds is almost always updated just after 12pm est (eastern standard time) on thursdays. Never at midnight on thursday mornings.
When the time changes that will change to 12pm edt (eastern daylight time).
The only time you might find a game put on at a different time is if it's a nintendo release of a retail game. Since those are typically released on Sunday, E-shop can be sometimes updated about midnight Sunday morning. Fire Emblem had a Monday release and was up about midnight Monday.
