Only DS games are region free. Everything else must be the correct region

language and region are very different things.
a 3DS from the UK won't play any US 3DS games, even though they both use English.
a UK 3DS does play French, Italian, Spanish, Dutch, etc. games because it falls under the European games.
the regions a game can be locked to are Asia, Europe(Australia falls under this region), and America(all of it including south America and Canada).

only DS games made with the nitro dev-kit(ntr in the part/game code) are guaranteed to be region free, and 1 or 2 of the games made with the twilight dev-kit(twl in the part/game code) are also region free.
the majority of the twl games, and all 3DS games are locked to the region they where made for.
