-to localize japanese games.

And to make the answer less obvious let's just assume they WILL still be allowed to pick the games they (XSeed) judge worth it. But only for Nintendo systems.
The difference now being that they're given more investment to work on the marketing, hire a few more people to help getting things done on schedule, avoiding game breaking glitches and print more copies.

If hire you mean like Last Story/Pandora's Tower then yes.
If hire you mean buy them then no.

I would like it if they make a niche label that markets exclusively to these games, like how Disney uses Touchstone.

No.

Their actual translation work is fine for the most part (I did spot a couple of mistakes in Ys 7), but how long have we been waiting for Trails in the Sky Second Chapter? Even if they hired more staff, they'd still probably treat it like their ginger stepchild.

No way in hell.

Nintendo seems to be pretty anti-physical enough lately. Throw Xseed in the mix and we'd might as well kiss physical games goodbye forever.
