I only own Tales of the Abyss and OoT. Never got one of these because of the $40 price tag but I really want one. Which one offers the most replay value and gives you the most bang for your buck?

They're all worth getting. If you want something most similar to what you already own, and assuming that you enjoy adventure games, I'd go with Paper Mario: Sticker Star. New Super Mario Bros. 2 and Super Mario 3D Land are straightforward platformers with perfect controls and flawless platforming, but they're fairly short. Mario Kart 7 will likely last you the longest due to online play, and it is a great game as well.

Super Mario 3D Land is my second favorite game of all time (Metroid Fusion being the first), if that matters. I'm definitely in a minority, though.

Mario Kart 7 if you want to race
3DLand if you want to platform

Paper Mario if you hate yourself into pieces

NSMB2 if you enjoy the taste of poop in your coffee

All of them, but SM3DL deserves the top spot.

Get either MK7 or SM3DL. PM:SS should only be gotten when it's on sale for pretty cheap - it's an enjoyable game but not worth $40 - and from what I've heard NSMB2 is "eh".

Luigi's Mansion is better than all of those.

But Super Mario 3D Land is an awesome game too. I'd go with that, stay away from Sticker Star like the plague.
Don't hope for a new GOOD Megaman game. In the end it's only going to get cancelled.

Super Mario 3D Land: 25 hours

Fire Emblem Awakening: 270 hours (and still going)
Etrian Odyssey 4: 190 hours

The choice is obvious!

SM3DL is the most impressive. Mario Kart 7 is pretty barebones but you can get a lot of replay value out of it due to the online. Sticker Star is meh, and has next to no replay value. NSMB2 isn't bad at all and has a decent amount of content, but noticeably recycles assets from NSMBWii.
