Can't purchase eshop title when battery is low.

You didn't say it was plugged in. You just said the battery was low. I can't read minds.

Wait for it to charge a bit. It really isn't a big deal. The game will still be there.

That's because a lot of devices can't charge properly while doing a continuous Wi-Fi transfer because Wi-Fi is a huge power drain. This was also true of the PSP (which would force you to be plugged in AND have a 50% battery charge to download an install a firmware update) and I'm pretty sure the Vita as well.

Since it's your first time connecting to eShop, they're a very good chance you'll have to run at least one firmware update before it'll let you connect, which is what it's most likely forcing you to have a better battery charge for.
