Would an imported Japanese 3DS accept an American 3DS prepaid cash card?

No. The Japanese are generally very xenophobic, and their 3DS systems are no exception.

Just use your credit card. The Japanese eShop doesn't restrict cards from other countries.

Looks like I may go digital when I start to import 3DS stuff. (all but decided on a Cobalt Blue system)

I bought my Japanese 3DS from http://www.nippon-yasan.com/lang-en/

I had been doing a lot of eShop-ing since it takes my debit card.

But then I found that buying a physical copy from Nippon Yasan was usually less expensive, so you might want to shop around a little as far as games go.

But the Japanese eShop is super convenient.

Plus you can get games that you can't find retail anymore.
