I never used the shop before so I am wondering if it occasionally offers free games like the psn store on anniversary type dates?

No, if you sign up with club Nintendo then you can earn free games by registering products and doing surveys.

Club nintendo game rewards for the 3DS are worth about 100 or 150 coins. You already get about 160 coins from just registering your system, and you can get 40 coins from registering a retail game, and I believe 10 coins from registering a downloaded game.

Not every game can be registered though.

Well, assuming you're in NA, this is how it works:

When you register products onto Club Nintendo, you either get 40 or 50 coins per physical copy of game registered (10 for eshop games I believe, unless they're big titles like physical copies), and the eshop games they have for prizes usually cost at least 150 coins.

Free games are really rare. Four Swords Anniversary was free but only for a limited time. That was for the DSi too, not 3DS.

No, unlike PSN, Nintendo's kinda stingy when it comes to free stuff.
If you're willing to make an effort, anything can happen (I hope...)

You don't always get registration coins, but every item can be registered. Every item you register generates a survey worth coins. VC games show registered but don't give coins, then you get their survey worth 10 coins. Retail games register for 40 coins then their survey gives an additional 10 coins.

There were a few free things in the eshop, though they're not free any more.
When the eShop was Launched, Excitebike 3D Classics was free and the original Pokedex 3D. Also Four Swords was free but now it's not even in the eshop

You are late to the party(except for Club Nintendo redeemable games ongoing at present).
DSi free games also included Flip note studio and Photo dojo and free 1000 points for early owners of DSi.
Whereas Nintendo released an Ambassador programme(10 NES+10GBA games) for those who purchased 3DS prior to price cut/reduction. Four swords Anniversary edition was also free on 3DS eshop for a limited time.
