I used to have a PSP and could listen to music on it. I would transfer the songs from my CDs using a USB cable. At first I put the CDs in my PS3 to import the songs, then I would transfer the songs using a USB cable connected to my PSP and PS3 at the same time . How does it work with NIntendo? Sorry my explaining could be better.

just drag your MP3s to the SD Card and listen to your music in 3DS Sound.

Rip the files into your computer (Should be able to do it with Windows Media Player), put the SD card in your computer (Most fairly new computers have those ports, I think) and drag the files into the 3DS sound folder or whatever it's called.

Ok thanks for letting me know. But could I just use my Wii instead and put the SD in there? The Wii can read music CDs right?

The Wii can, but you need to install the correct channel, through unspeakable means.

If you breake it up and shove it into the cartridge slot, it should play your CD.
