Not exactly for lower prices, but swapping AU to EU to access some games that aren't available I see no problem with

this, the eu prices are also cheaper (even after currency conversion)

only for diehard gamers that love their games. But for someone to go out of their way for cheap games is really unheard of. English speaking Americans will pay for games in their language

But how can you do that, if the systems are region locked? Just buy another system?

You can change to a different province in the country your 3ds is in which gives you different tax prices, for example you cant switch an US 3ds to Europe but you can change the province you are in
