Yes. You can't play 3DS games in your DS, but you can play your old DS games in your new 3DS.

Unless you're already a big fan of some of the pre existing franchises, IE, Mario & Luigi, Zelda, Pokemon, etc, then maybe. But most of them are pretty lackluster compared to previous entries. There hasn't been anything spectacular yet like the Wii with Galaxy or DS with TWEWY. Kid Icarus Uprising comes close, but it has some control issues that you would need to get by first. So it really just depends if you already a hard-core fan of Nintendo and you don't mind playing some half baked 1st party games and the occasional good 3rd party.
