What does the intensity affect battlewise?

Does it just give the enemies more health? Or are they "smarter"/attack more often? Do their attacks do more damage?

All of the above. Enemies have more health, they do more damage, they attack more often, their shots are faster moving and have better homing (at least in Air Battles it seems), and probably some other stuff that I can't think of at the moment.

In addition, on 9.0, every heart you lose upon dying results in a kitten falling off of its bicycle and scraping its knee.
However, kittens do not have knees so they all die of paradox cancer.

I think the tenths (0.0 -> 0.9, 1.0 -> 1.9, 2.0 -> 2.9, etc.) just increase their stats slightly, while each whole number increases the AI a bit.
Most of my debate opponents remind me of the Wizard of Oz: They're heartless and their best friend is a strawman without a brain.

In addition to the above, some areas have more enemies on high intensities. For example, chapter 4 has a few extra Ornes near a snake pot and some Handoras in the room with the Eggplant Wizard.
