I'm playing this but I don't really get some part of the game.

1. there's always a picture of a grayed-out dream eater on the bottom screen, what is that for?

2. How do you obtain abilities?

I read that abilities are through leveling dream eaters.
Not 100% though

Don't know.

Abilities and commands are acquired as you level up dream eaters

Think KH2. That dream eater is in your party and levels up, but only 2 can fight at a time. You can freely switch them out I believe.

everytime you kill an enemy you get 1 link point, which you use to level up your dream eaters.

the grayed out one is the one that isnt in your party but is still getting link points

no no what i meant is the Event Forecast's screen. There's a Dream Eater silhoutte with a question mark on it. What is that.
