Basically, yeah. Or you can create 3 alternate characters which gives you 540 additional item slots to work with. You can also store items on the museum's 2nd floor. Other possibilities: 1) Start up new characters in your town as item mules. Each character gets a separate 180 storage slots, plus extra house space. 2) Unlock the museum upstairs expansion, and rent out the exhibit rooms there for bulk item storage.

Being able to pay for an external storage container (maybe located in Re-Tail or the Town Hall or something) would have been nice. It could be separate from your main storage.
But yeah, either make another character, use museum storage, or sell some stuff. I don't know how people fill up their entire storage anyways. Is your storage really filled with items that you can't order back?
