Aika is scarier and more unsettling in its overall design, but Hitokui is much better themed, IMO. Shame it didn't get as much publicity as Aika, because while both were incredibly well done, Hitokui really nailed what it was trying to do.
Like others have said, both towns have a problem with relying a little too much in symbolism and religious imagery that wouldn't make sense to half the people visiting the towns. Both of their creators have also been very hush-hush about what all of it means, so instead of going "Oh wow that's scary!", most people instead get stuck trying to dissect WHY it's scary.

Hmm... Yeah. Aika at least had an overall creepy atmosphere.
Hitokui doesn't even achieve that for me. I'm kind of disappointed.... :( Though the blood on the pavement and in the houses was a nice touch. EDIT: I also liked that one of the characters was all "I'm hungry..." and another was like "Hey want some yummy meat?" XD
though if any of the silly villagers tried to eat me I'd just introduce them to an axe.
If survival horror games can't even scare me then there's no way an animal crossing town is going to. lol Still, it's fun checking out towns that try to be creepy. :)

Anyway, on topic, I didn't think Hitokui was creepy or scary or anything at all. I thought it was kinda funny. I mean, even the name gave it away. Nothing about it really scared me, but some parts made laugh, and some parts made me go "Wow, really?"
Aika, while it wasn't scary per se, was a lot more interesting. I easily became curious about the town and what it could have meant. And through that, it gained a really creepy atmosphere. The music also fit better... it wasn't playful fun music like in Hitokui. It was music that actually sounded a bit eerie.
While there was less "shock horror" (well, really NO shock horror), it was definitely a lot more fun to look around in. I've gone back to Aika several times and explored and tried to theorize about the story it's telling.
Hitokui doesn't feel like it's telling a story. It just feels like it's showing graphic images to you and going "teehee." There's a little bit of story to each house... I mean, you get an idea of what goes on in each one... but overall I didn't feel like there was much to think about or get excited about. Two of the houses were completely boring to me.
I think they did a good job of building the scenes/houses, but overall it didn't have an impact on me. Aika really got me thinking. It was a lot of fun.
