Ah, I took it as a serious criticism of Nook's character.
I think he's an upstanding citizen and he's raised two outstanding sons/nephews/random-ass raccoon brothers.

Nook is a nice guy. He gave me bells and let me pay it off whenever. If all the villagers were like me when they moved in... if all the villagers came in with nothing and had to rely on Nook to establish a home, then I would go so far as to say that his kindness built my town.

Perhaps that's why my villagers are showing up on main street... They could not find another kind soul out there, so they could never get the loan to get another house. ):

... Anyway, in Wild World, he forced me into debt (would not take no for an answer.) I know he had the best intentions in mind. But, even if it's a game and even if he doesn't force me to pay it back immediately, there's something about being in debt that I really don't like. That's why I gave him such a hard time. Fortunately, he's learned a lot since then, and I'm free to upgrade my house whenever.

Now, he's ok in my book. (:

Yeah, Nook has gotten nicer since he was able to follow his dreams and focus entirely on building houses. Getting his nephews to run his old shop is also indicative of how nice this new Nook is (no one else would hire the poor things for fear of breaking child labor laws).
