It opens up after you fight the boss at the graveyard and travel back to present time.

Yeah, I think the casino opens up after you meet the pirates (of the sky variety, not the undead ones).

A rank opens up about the time you beat Shadar, I think. S rank and RIP lounge opens up after final boss. (Shadar isn't the final boss!?!?!? lol)
