Also...ya know...forced boss level ups...which nearly all RPGs have in some capacity.

At least FFVIII. Its villains strength grew with the players. I think it was the case for IX too. But I know people do no level up runs up all the final fantasy games.

FFVIII can't be beaten at level 1--all the characters start at higher levels--but it can be done without gaining any levels. I know FFVI can be done with minimal level gain. FFX, XIII, and XIII-2 have the advantage of having a player controlled power-up system, so avoiding "level ups" is easy in those games, and all three have been completed with No Sphere Grid/Crystarium as a condition. FFTactics has also been completed at level 1.

I expect that most or all of the others have similar challenges available, but I'm less educated on those topics. Just check the In-Depth FAQs sections of the games for stuff like "No level up guide" or "NCU guide." I just looked at the FFVII FAQs page and they have at least six guides to low level games.

Oh, and for the record I don't agree that all good combat systems allow this kind of challenge. Indeed, frequently these challenges are possible because you can exploit flaws in the combat system, which is hardly something I'd want to hold up as a reason to praise the game.

FFX can be beat without even touching the sphere grid if that counts. FFV can be beat at the starting levels as well.

Just recently went through Path of Radiance which is my first FE game. I feel horrible for neglecting the series for so long.

The only RPG I can think of that can be beaten at level 1 is Oblivion because leveling up isn't forced upon you. All those other games have an automatic leveling system and/or a skill system that progresses your character far beyond being technically level 1.
