Kazuya, Heihachi, Nina, Law, Paul, Yoshimitsu, King.
Maybe Jin, Eddy, Lei, Hwoarang, Steve, Lili, and Jun.

The developers seems to be taking a liking to Lili and Alisa.

Italic = Nerf a tier

Is Nina truly as popular as her so-called iconic status would incline, its been awhile since ive played Tekken 6 online but of what I remember Ninas were few and far between.

Yes that and if we go by likable as in just people liking them. This list goes the mishimas,law,paul,lili because those characters are very popular in asia as well as the west.Also worth to note that tekken is more popular in korea and japan and it has way more fans than it has in the U.S.

The mishimas and paul/law need no explanation. Lili is more popular than most of the veterans and even in t5DR she was in the top 10 and she was a low tier character. Her popularity is also equal in the west and east basically making her the most popular new character since tekken 4.

Jun is also popular but more so in the west than in the east.

Law, Bryan, Eddy, Christie, Jin, Lili, Asuka, Steve, King and the Mishima family are on par with each other honestly.
If you like a Mishima you usually like another one of these characters above.

No, Kazuya is one of the over used characters in the game. If anything he goes up one... Along with Eddy.
Miguel is either average, or above average... Not top.
Anna doesn't deserve buff X2. MAYBE X1...
Leo doesn't deserve to be moved up.
Devil Jin deserves his spot, don't move him.
Raven is moderately popular... Don't move him.
I agree with you on Hwoarang, Sergi, and Bruce.
