Enter the City of Villains, the first expansion of the massively multiplayer game, City of Heroes. Now you can design your own villain with billions of different sizes, colors, and styling options. You'll work your way up the ladder of a villain organization in order to gain superpowers. Once endowed with super abilities, you can enter Paragon City and begin your own reign of terror. As a villain, you'll face the constant threat of Paragon City's heroes and authorities, build your own organization and erect a secret base, and undertake personalized plots to take over the world.
