I cant get people in my city
Start with industry
make sure there is power and water
look at the three bars on the lower part of the toolbar window
green = residential
blue = commercial
yellow = industry
make more of whatever bar is highest until they all are level at the top.
try very hard to keep them level.

statusHave you planted a Power Plant in your town? Have you drawn lines to residental, commercial and others? Do you have a connection with another town with roads? Have you supplied the town with water? Then these are what you need to have a town.
