I need to know if you can download or buy a program the lets you design and/or use weapons. Is there?
You can download a modification program to alter a weapon...
I'm not sure about CREATING ONE though. You could probably mod an assault rifle to fire plasma shots and mod the frame to look like something else like an AK-47.
