You have to fix the broken wires in the attic.

Dr. Fred will keep trying to play the arcade game until it's working.

*SPOILERS*

The attic is hidden behind the man eating plant, in the last room on the fourth floor, behind the paint stained wall. Use the paint remover to locate the door, go inside. You'll need the tools from the trunk of the car in the garage, the flashlight, and someone else to trip the breaker in the basement so you don't fry yourself. Hit the fuse box with someone, switch to your character, turn on the flashlight, and use the tools on the broken wires. It won't work if you're not using the flashlight. After that turn the power back on before a meltdown.
