You cannot rotate building in this game.
You can't rotate buildings like that. Not even with codes or anything like that. (Maybe if your super smart and know how to hack the game) but otherwise, no.

I misread the question.
You cannot ingame, however, in the scenario / Map making editor, you can, but i don't know that information myself. You can ask on AOM heaven games, or simply search it for mod advice.
