Valve entitled pre-steam owners of Half-Life to copies of Counterstrike, along with the other half-life mods.
When Half-Life 2 was first released, it came in retail boxes that included copies of Counterstrike: Source. That deal was marked clearly on the back of the box.
If you own or purchase one of those copies, then yes, you get Counterstrike: Source. Package deals like the Orange Box and many of the Half-Life compendiums on Steam, however, do not contain CS:S.
Basically, just owning Half-Life 2 on it's own does not entitle you to CS:S, but there are many editions of HL2 that COME with CS:S.
