Answer

Could you have a program that also uses ctrl-shift-c and is interfering with the game? Common programs that also use that shortcut are Cursor XP and HP Health Check. You'll need to reassign or disable the shortcut in the problem program. For more information: http://www.sims2wiki.info/wiki.php?title=Game_Help:Cheat_Box_Won%27t_Appear

Well maybe on my case you may not be holding shift and ctrl when you press c so wait till you press c to let go of all keys otherwise it may not work.

Answer

If you mean Debug Mode on creating sims, I'm answering. First go to your cheat bar (Ctrl+Shift+C) and type this special cheat. boolprop testingcheatsenabled true. Go to any neighborhood like Pleasantview. Create a family, 5 family members and above may do. If you want to go to Debug Mode on creating family, Press on your keyboard, Shift+M. To cancel Debug Mode press Shift+N. (Or perhaps to activate Debug Mode is Shift+N and to unacivate Debug Mode is Shift+M, forgot.) When it's activated you can dress up as a tour guide, female warrior and many more clothes not seen in the original!!!
