My Camera is locked won't turn how do I get it unlocked?

I had to redo my windows because frankly I was trying to speed it up and lost access to my sound card don't ask. Anyway had to reinstall my game and now my camera won't turn or follow any suggestions. not using any MODs or and haven't cheated at all computer way above specs so don't need to post that.

Go into options. under the third tab look for player camera options. You will see several options. Choose the one on the bottom. It will say free.

But most of the time you hit right control then a arrow key and it will let you zoom and rotate the camera.

Sorry, but you were trying to overclock your computer, and when it went wrong causing you to somehow lose your soundcard in the process, you just reinstalled Windows? Did you do anything to your BIOS? It doesn't matter if you're above requirements or not, please post your specs. Oh, and please make sure you're in the right camera setting, you're using the proper key bindings, and that you've checked your options menu for all possible solutions.
