Cell phones only come in University. If you have that pack, look for a blue kiosk at university community lots. In the main neighbourhood, you'll have to place a kiosk at a community lot - there won't be any unless you place them yourself.

statusYou could only buy a cell phone in The Sims 2 University, you could buy it from your shop. But it's not really that important, it's the easiest way to have a party, call sims and answering calls from friends. Sometimes, cell phones are siims lifetime wants...
