To get the Joker Badge, you must actually use a cheat that has an impact on gameplay. Using Help or changing the game look like the oil paint or black and white one will not work. An easy one is the moreMoney cheat that gives you more sporebucks.
Do keep in mind that once you cheat, you'll not be able to get any more achievements on that save if you save your game after cheating. If you don't save, it doesn't block the achievements, but you also don't end up with the Joker Badge next time you load the game.

To get the joker badge, you must use a cheat.
Go to the cheat section above, find a poke. Press the tilda button type in the poke et voila.
Go to the cheats section and find any cheat at all. Then go into the game, get to your game file, and hit Ctrl+Shift+C, and type it in.
type in any cheate. to open the cheat box hit Ctrl+Shift+C and you should bring up the cheat box. type in help (counts as a cheat) if you dont want to really cheat.
