I've heard about a world creator, but I've never found it...
Is it only for Company of Heroes: Opposing Fronts?
Or is it hidden somewhere?

It comes with COH, but it gets upgraded to OF version when you buy it (you can build British and Panzer Elite items)

It depends on whether you have the Steam version or the retail version.
For the Steam version, the path to the World Builder is C:\Program Files\Steam\steamapps\common\company of heroes\WorldBuilder.exe
For the retail version, it's C:\Program Files\THQ\Company of Heroes\WorldGuilder.exe
