How do i get the phase stablizer to work?

I'm a noob at this game and cant work out how to get them to work. I had 2 of them and i wasn't working. Wat am i doin wrong

To use a phase stabilizer, you need to have one phase stabilizer in a planet's gravity well and another stabilizer in the target planet you want to jump between. Both planets must be in the same star system. Now, when both requirements are met, ships can now jump from the planets with a phase stabilizer to another planet with a phase stabilizer in one jump.

The two planets act like they have a phase lane connecting them.
