statusRelics are just randomly dropped. Some of them are area specific though. So you can only find that one in Egypt. So just try to find a majestic chest and you should get one sooner or later.

It is actually possible to find earlier relics in later chapters, but they are much rarer. It's possible to find act one's relics in act two, or act two's relics in act three, but it's a lot less likely. As for finding act one relics in act three, I'm not sure.
