Cheat window - Vista Help?

I am using Vista and I can't get the cheat box to open, I hit the ctrl+shift+c and nothing happens. I don't know how to find the program that is using the shortcut... Can Anyone help?

Could you have a program that also uses ctrl-shift-c and is interfering with the game? Common programs that also use that shortcut are Cursor XP and HP Health Check. You'll need to reassign or disable the shortcut in the problem program for the shortcut to work properly.
