I can't find the restart command anywhere. Yet I heard that there is an option to do so.
Stop your car and press the e-brake for a while to cancel the race, then just use the quick access menu (num pad 6 or right on the directional pad of your gamepad), there's an option to restart your last race there.

statusI'm using a 360 pad and pressing right on the dpad brings up a menu, this will give you the option to restart an event.
Also you can get the menu by pressing 6 on the number pad.
