"Best version of SimCity ever!"
In SimCity 4, you don't just build a city, you experience. (sounds cheesy, I know). First off, when You first load there are several regions, though two may not show because of some weird bug in SimCity 4.
-Maxisland, which contains the Mayor Tutorial and Terraforming Tutorial. These are highly recommended by me to play those first, To get a feel for the game before you create ''Franktropolis''. ;)
-Fairview, a rather small region, prefect for starting out
-Berlin, Includes three cities, each with problems of their own. Some problems are easy to solve, but many are not.
-New York, a empty region that is yours for the building. Remake Queens, create your own super city. Do what you like.
-San Fransisco, Yours for the building. I recommended when starting out in S.F, start on the pennisula.
NOTE: If NY and SF don't show up in the Load Region list, look in My Documents/SimCity 4/Regions. If they are not there copy from INSTALL PATH/SimCity 4/Regions
When you start off a city, You are presented with the terraforming tools, superior to their predessecors. Cause Erosion, create Mesas and more. I personally like the Mesa tool and it allows the creation of flat, circular islands.
When you establigh the city, You are presented with a ''The Sims'' look to the game. It is also superior to SimCity 3K and previous versions. Expensive power plants are earned now, not invented.
The MySims mode allows you to have a Sim in your city and give you direct feedback on desicions you make in your city.
SCORES:
Graphics: Superior in EVERY way. Smart AI in game allows all buildings to face road and have a realistic feel

Sound: Great music. And the ingame sounds are great also, though it could be better still. Come on Maxis, make good music in SimCity 4: RH

Gameplay: I once entered the game to make a small change and ended up playing for 4 hours. It's SUPER addicitve. Play it yourself if you don't believe me.

Replayability: LIMITLESS. You can never have the same city twice. Believe me, I've tried enough times to exactly simulate the same city twice.

Average: 10.5/10 for this game.
Buy or Don't Buy: I'd say this is a BUY! BUY! BUY!(Sorry). This is the best game ever! I sold my skateboard to buy this game folks, and I still haven't bought a new one because I like this game WWAAYY too much to spend money on that, instead of waiting for SimCity 4: Rush Hour.
