Trying to play but moving with the dpad then turning with the stick doesnt work
im sure theirs a way to lock on
can someone point me in the right direction?

Jumpong, then jump canceling is good for quick lock-ons. :D

The game isn't really designed for you to move and turn at the same time. It's strange, but like metroid00700 said, you have to jump or dash to get a lock on. Jump canceling is the safest and quickest way to do it.
You can also stand in place and turn yourself, but I'd only do that if you know the opponent is really close to getting inside the camera's view.
