Do you mean the room Ore Processing? Okay this room has these device that you can use the Morph Ball to spin the three sections in the middle (one is blocked by Bendezium). Go to the back of the devices and get in Morph Ball mode. Use a bomb to get in the slot in the device. Use a Morph Ball bomb to turn a section in the middle of the room. On the device, you can see different colored lines. These are different pathways you can go using the Spider Ball. Connect the same color to go up a path to the next device. Repeat the process to access the other doors but you need the Power Bomb first and then come back here to use the last device and get to the doors at the top of the room. Hope this helps!

Do you mean the one with phazon on the bottom, or the one with the spider rail tower?

If you mean ore, just follow smashbrosbar's instructions. If you mean Phazon, you'll need the Phazon Suit. I'm not telling you how to get it-I'll just say that it's hard. Trust me.
